    Executive Order 2022-11 Establishment of Cybersecurity Task Force

    SETTING THE CYBER SECURITY TARGET FORCE

    BUT BUT OFF, The State of Nevada faces increasingly sophisticated and malicious cyber campaigns that threaten our state’s security and privacy; and

    BUT BUT OFF, The State of Nevada is dedicated to identifying, preventing, and protecting against these threats by investing in network infrastructure and building a robust detection and response system to protect the health and welfare of the people of this State; and

    BUT BUT OFF, a robust network infrastructure that requires cooperation between federal, state, local and tribal governments, as well as the private sector, to ensure swift, adaptive, and robust action strong against any current or future cyber threats that could disrupt the delivery of essential services, jeopardize essential government functions, or threaten personal data or protected.

    NOW, SO, by authority conferred upon me as Governor pursuant to the Constitution and laws of the State of Nevada and the laws of the United States, it is hereby ordered as follows:

    1. The Cybersecurity Task Force is hereby established.
    2. The Task Force will include the following members appointed by the Governor, who serve to the Governor’s satisfaction:

      1. Governor or his or her designee.
      2. Administrator of the Cyber ​​Defense Coordination Office or their designee.
      3. Head of Emergency Management or their designee.
      4. The Director of Information Security of the State of Nevada or designee.
      5. A representative from the Judiciary Branch who acts as an Information Security Advisor (ISO).
      6. A representative from the Legislative Branch who serves as an ISO.
      7. A representative from the Office of the Secretary of State who serves as an ISO.
      8. A representative from the Nevada Higher Education System who serves as an ISO.
      9. A representative from the school district acts as the ISO.
      10. A representative from the Nevada Department of Health and Human Services (DHHS) who serves as an ISO.
      11. One representative from counties with populations below 100,000 serves as the ISO or Emergency Manager.
      12. A representative from Clark County who serves as the ISO or Emergency Manager.
      13. A representative from Washoe County who serves as the ISO or Emergency Manager.
      14. A senior leader of the Nevada National Guard, Office of the Army.
      15. A representative of the Tribe on the recommendation of the Nevada Indian Commission.
      16. Two members represent a business, organization or association.






    3. The Task Force will:

      1. Establishes itself as a qualified entity to address cybersecurity risks and cyber threats to information systems owned or regulated by the State or local government of the State and Local Cybersecurity Grants Program (SLCGP) of the Department of Homeland Security, to determine effective funding of Subsidy priorities to support all branches of state government .
      2. Develop, implement, or modify a qualified cybersecurity plan under the SLCGP.
      3. Identify and provide advice and recommendations to the Administrator of the Office of Cyber ​​Defense Coordination, the Director of Information Security of the Office of Information Security, and the Head of Homeland Security and Emergency Management on agencies. future funding opportunities to support the ongoing cybersecurity infrastructure.
      4. Provides advice and recommendations to the Administrator of the Office of Cyber ​​Defense Coordination, the Chief Information Security Officer of the Office of Information Security, and the Head of Homeland Security and Emergency Management on needs for Emergency Assistance Function 17 (Cyber) in the Nevada Operations Center.
      5. Provides advice and recommendations to the Administrator of the Office of Cyber ​​Defense under NRS 480.900.
      6. Provides advice and recommendations to the Administrator of the Office of Cybersecurity, the Nevada Legislature, and the Governor on legislative action needed to address cybersecurity challenges and needs.
      7. Members of the Task Force will not be compensated for service.
      8. The Task Force will establish rules of procedure to assist in the performance of its duties.
      9. The Governor’s Office designee shall act as Chairman. The Department of Emergency Management will assist staff for the task force.
      10. The Task Force will meet at the discretion of the Chairman.
      11. The task force will elect one of its members as Vice President at its first scheduled meeting.
